Dr. Liu Chak-wan, DBA, GLM

Dr. Liu Chak-wan is Chairman of Liu’s Commerce and Industry Ltd. He graduated from the Department of English Language and Literature of Hong Kong Baptist College in 1974 and later obtained a Master’s degree in Business Administration from East Asia University in Macau. Dr. Liu’s sharp business acumen has made him a very successful entrepreneur. He has established more than 10 enterprises in different sectors including Transmac-Transportes Urbanos de Macau SAR L and Liu’s Technology Ltd.
In 2000, Dr. Liu and his friends founded the Macau University of Science and Technology (MUST). He is currently the Chancellor of MUST and the Chairman of the Administrative Committee of the MUST Foundation, and also serves as Honorary Council Chairman of Nanjing University of Traditional Chinese Medicine, and sits on the Council of Jinan University, Guangzhou and Council of China University of Political Science and Law.
Dr. Liu has received multiple awards and accolades including the Medal of Industrial and Commercial Merit from the Government of the Macao Special Administrative Region of the People’s Republic of China, and the Grand Officer Medal of Agricultural, Commercial and Industrial Merit from the Government of the Republic of Portugal. The International Management Centres Association in the United Kingdom conferred on him an Honorary Doctorate of Business Administration.
Dr. Liu has been a steadfast supporter of HKBU and has made generous donations to the University, serving various roles as an advisor on HKBU 50th Anniversary Committee, an Honorary Court Member of the University since 2007 and a member of the Board of Governors of the HKBU Foundation since 2009. In 2007, Dr. Liu was named Honorary University Fellow at HKBU.
Dr. Liu has also made a significant contribution to the smooth transition of Macau's sovereignty to the PRC. He has been a member of the 8th to 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Vice-director of the 10th Committee for Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese under CPPCC, a member of the standing committee of the 11th and 12th CPPCC. Dr. Liu witnessed and was involved in the establishment of the Macao Special Administrative Region of the People’s Republic of China through various capacities including a member of the former Executive Council of the Government of the Macao SAR, Convener of the Political Structure Subgroup of the Drafting Committee for the Basic Law of the Macao SAR, Secretary General of the Consultative Committee for the Basic Law of the Macao SAR, and Convener of the Political Structure Subgroup of the Macao SAR Preparatory Committee. Since 1999, he has served as a member of the 1st to 4th Executive Council of the Government of the Macao SAR.
Dr. Liu is also Vice-President of the China Overseas Friendship Association, President of Macau Basic Law Promotional Association, Vice-President of The Macao Chamber of Commerce, Chairman of Kiang Wu Hospital Charitable Association, Chairman of Liao’s Clan Worldwide Association, Estonian Honorary Consul in Macau and received awards of honorary citizen of cities of Guangzhou in Guangdong, Jinhua in Zhejiang, Longyan in Fujian and Nanjing in Jiangsu.
Being a tireless philanthropist, Dr. Liu cares about community welfares including education and cultural development in Chinese Mainland.
